Procurement Services

The mission of the Procurement Services Department is to maximize the value of public funds in procurement, by contracting and management of efficient services, capital equipment, and material investments, while providing a quality procurement system that upholds tenets of integrity, responsiveness, and fairness to both internal and external customers.

The Procurement Services Department serves as Beaufort County's central procurement office for processing the County's goods and services.  Our goal is to provide for the fair and equitable treatment of all persons involved in public purchasing by Beaufort County, to maximize the value of public funds in procurement, and to provide safeguards for maintaining a procurement system of quality and integrity.  The South Carolina Procurement Code requires the County to have a procurement code that is substantially similar.  Beaufort County has developed such a code that governs the expenditure of all funds regardless of source; and details of the code may be found within the Beaufort County Code of Ordinances, accessible by clicking the link below.  The Purchasing Department adheres to and abides by the Beaufort County Code of Ordinances.

Doing Business With Beaufort County

NOTICE TO VENDORS: DO NOT provide goods or services until AFTER you receive a valid Purchase Order. This does not apply if the County is paying with a PCard. Invoices will NOT be accepted with a date that is prior to the date on the Purchase Order. CONSTRUCTION PROJECTS must not begin work without a Notice to Proceed.

Purchases below $3,000 are at the County's discretion and are handled by the departments. 

The County solicits quotes by email for purchases between $3,000 and $34,999. It solicits sealed submissions for purchases of $35,000 or more. All sealed submission solicitations and quotes are posted on our website.

VENDORS MUST BE REGISTERED WITH THE COUNTY IN ORDER TO RESPOND TO SOLICITATIONS. QUOTES, BIDS, OR PROPOSALS SUBMITTED BY BUSINESSES THAT ARE NOT REGISTERED WITH THE COUNTY WILL BE REJECTED. ALL SEALED BIDS, PROPOSALS OR QUOTES WILL BE SUBMITTED THROUGH VENDOR REGISTRY ONLY. Registered vendors receive email notifications when new solicitations pertaining to their area of interest are posted to the website.

License requirements for vendors working with Beaufort County

We understand it might get confusing, where to hold a license. As running a business is a complex affair, and complying with the many regulations for your type of business – by each level of government – can be challenging. It is the goal of Beaufort County and its Business Services Department to provide helpful information to businesses about licensing requirements, and conducting business within Beaufort County.

It is required for all vendors providing services to Beaufort County to register with Beaufort County Business Services. You can go to Business Services to obtain forms, and more information.

Communication between vendors and potential users in County departments is acceptable on such subject matter as availability of specified requirements, technical information, instructional information, and requests for literature, etc., unless otherwise instructed in a solicitation notice issued by the County.  The County practice is that all contacts and correspondence pertaining to negotiations affecting purchases be processed through the Purchasing Department.
