Highlights and Actions: Community Services and Land Use Committee and Beaufort County Council

The Beaufort County Community Services and Land Use Committee met Monday and here are some highlights:

  • Audra Antonacci-Ogden, Assistant County Administrator, gave a brief update:

    • Beaufort County Alcohol and Drug Abuse Department is beginning the process of rebranding
    • Human Services' community grants application process is open to County non-profits
    • Tuesday is Primary Day--don't forget to vote
  • Committee action was taken on the following agenda items:
    • Recommendation to Council for the Interim Administrator to draft a letter of support for Beaufort Jasper Housing Trust
    • Approval to Council of a resolution authorizing the Interim Administrator to execute a volunteer service agreement with Friends of Whitehall Park to allow them to provide volunteer services be performed at Whitehall Park 
    • Approval to Council of resolution to fund due diligence and negotiate terms of acquisitions for Green Space applications

The Beaufort County Council held their regular meeting beginning at 5 p.m., Monday evening. 

Below are some highlights from that meeting:

  • Voted to amend the proposed ordinance for 2024 Transportation Sales and Use tax referendum--amended as noted, sends it back to second reading per Chairman's remand for additional reading
    • Amended from 15 year/ $1.625 b to 10 year/$950,000
    • Bluffton 5B is excluded from municipalities' $30 m
    • Hilton Head projects will include Sea Pines Circle improvements
  • Second reading of an ordinance to make appropriations for County Government and Special Purpose Districts for FY'24-FY-'25 with amendments: 
    • Amendment 1: restore $2 million to BC Department of Special Needs
    • Amendment 2: Increase Solicitor's budget by $85,000 
    • Amendment 3: Keep budget at $200,000 for Hilton Head Island's Island Rec Center
    • Amendment 4: Delete Section 10 as currently written and substitute section 10 and 11: budget transfers of up to $150,000 in department budgets need review/approval by CFO and County Administrator or designee 
    • Amendment 5: Increase proposed Law Enforcement Uniform Service Fee
  • First reading of an ordinance authorizing the acceptance of drainage easements associated with drainage systems in Shell Point area
  • Approval of a resolution adopting a Parks and Recreation Master Plan for Beaufort County's Parks and Recreation facilities

Highlights from the Consent Agenda:

  • Third reading of an ordinance authorizing the conveyance of multiple parcels of real property from Beaufort County to SCDOT in connection with SC802 Sams Point Road right turn lane
  • Third reading of an ordinance authorizing the Interim Administrator to execute necessary documents and provide funding for the purchase of a portion of real property abutting HHI Airport on Summit Drive
  • Second reading of an ordinance to provide for the levy of tax for school purposes for FY'24-FY'25

There were no matters arising out of Executive Session.

The next Community Services and Land Use Committee meeting will be Monday, August 12, at 3 p.m.

The next regular County Council meeting will be Monday, June 24, at 5 p.m.
